Draft Terms of Reference for the FAI
Regional Referee Committees (as per UEFA Referee Convention 2006)
Referees are essential in order to uphold the values of fair play and also to
protect the players and the game. This Committee therefore aims to enhance the
status and education of match officials (referee,
assistant referee and fourth official) and refereeing specialists (referee
instructors, referee observers, referee liaison officers and refereeing
administrators), who have a significant role to play in modern football.
The Football Association of Ireland is a party to the UEFA Referee Convention.
It is responsible for and will continue to handle its own refereeing matters in
accordance with the applicable UEFA minimum standards and these will be assessed
regularly by the competent UEFA body.
Basic requirements
Composition
The structure should be made up of Refereeing specialists representative of the
refereeing bodies in the regions of Leinster, Munster and Connaught/Ulster.
FAI Regional Referee Committee
The FAI Regional Referee Committees should be composed of refereeing specialists
and must report to the FAI Referees Committee. These Committees are
sub-committees of the FAI Referees Committee, and the Chair is to be nominated
by the same.
Aims and Objectives
To promote the role of football referees, assistant referees, fourth officials,
referee instructors, referee observers, referee liaison officers as well as
refereeing administrators in the regions they have responsibility for.
The Convention aims to:
To establish a regional refereeing education and development organisation which
shall not be controlled or influenced by other bodies such as the government,
leagues or clubs in line with the principles and specifications of the FAI
Referee Development Plan and the UEFA Referee Convention.
To guarantee a unified level of education of match officials and refereeing
specialists by ensuring the delivery of a comprehensive training and development
programme from grassroots to professional football, specifically in the areas of
recruitment and retention of referees, referee observer system, talent and
mentor programme and education of referees at grassroots and elite levels as per
the FAI Referee Development Plan and the UEFA Referee Convention
To continuously improve the status and quality of the above-mentioned match
officials and refereeing specialists using appropriate tools and measures as
directed by the FAI Referee Committee
To guarantee that refereeing in their respective region is organised in a
structure which has the sole responsibility for all refereeing matters, fully
independent of the leagues, clubs and government, and run by referee specialists
and professionals (hereafter �the structure�). This Committee should report
directly to the FAI Referee Committee
To meet at least twice during the season and provide a written report of all
meetings to the FAI Referee Committee.
